Your diving board can be anchored to your concrete deck simply by drilling holes into which threaded bolts are anchored with epoxy which is ten times stronger than concrete and adheres to concrete with a bond that is many times stronger than concrete will bond to itself.

Your diving board can be anchored over pavers etc. by temporarily removing the pavers and placing concrete footing beneath.
